How does this tournament format work?
The 60 teams start in 12 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
Each complete group of eight teams plays twelve final-stage matches. The first four matches divide the teams between the subsequent placement matches. Winners and losers then follow separate paths that determine which final positions they contest in their last match.
Final rounds with 60 teams
After the group stage, 56 of the 60 teams are divided into 7 final groups of eight. Each complete final group plays twelve matches. An adapted final stage is used for the remaining 4 teams.
The final four teams play two semi-finals. The winners then play for positions 57 and 58, while the losers play for positions 59 and 60. This determines all four remaining final positions individually.
