How does this tournament format work?
The 60 teams start in 28 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
After the group stage, the teams are ranked according to their finishing positions. The highest-ranked teams form the first final group, the next teams form the following final group, and so on. Each complete final group consists of eight teams and plays cross-over and placement finals to determine all eight final positions.

With 60 teams, 7 complete final groups of eight can be formed. A total of 56 teams continue through cross-over and placement finals. After this division, 4 teams remain.
The final four teams play two semi-finals. The winners then play for positions 57 and 58, while the losers play for positions 59 and 60. This determines all four remaining final positions individually.
