How does this tournament format work?
The 48 teams start in 12 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
Each complete group of eight teams plays twelve final-stage matches. The first four matches divide the teams between the subsequent placement matches. Winners and losers then follow separate paths that determine which final positions they contest in their last match.
