This format combines a group stage with extensive placement finals. The 25 teams first play in 2 groups. Based on their finishing position in the group, they are then divided into final groups in which the definitive final standings are decided.

Structure of the final rounds
The final stage is structured so that losing a match does not immediately end a team's tournament. After each match, the team continues to another placement match. After three matches, every team in a complete final group of eight has reached its own final position.
