This format combines a group stage with extensive placement finals. The 54 teams first play in 7 groups. Based on their finishing position in the group, they are then divided into final groups in which the definitive final standings are decided.

Structure of the final rounds
A complete final group of eight teams consists of three rounds. Four matches are played in the first round. Matches for the upper and lower halves of the final group then follow. In the final round, each individual final position is contested.
