How does this tournament format work?
The 39 teams start in 15 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
Each complete group of eight teams plays twelve final-stage matches. The first four matches divide the teams between the subsequent placement matches. Winners and losers then follow separate paths that determine which final positions they contest in their last match.

After the group stage, 32 of the 39 teams are divided into 4 final groups of eight. Each complete final group plays twelve matches. An adapted final stage is used for the remaining 7 teams.
For the final seven teams, the four highest-ranked teams play two semi-finals followed by a final and a consolation final. The other three teams form a separate group in which they determine the final three positions among themselves.
