How does this tournament format work?
The 21 teams start in 1 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
After the group stage, the teams are ranked according to their finishing positions. The highest-ranked teams form the first final group, the next teams form the following final group, and so on. Each complete final group consists of eight teams and plays cross-over and placement finals to determine all eight final positions.
