How does this tournament format work?

The 64 teams start in 8 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds

The group stage determines which teams meet in the final rounds. A separate final group is formed for every eight teams. Within such a group, every team remains in competition until its definitive final position is known, so all eight places in the group are determined individually.
