This format combines a group stage with extensive placement finals. The 35 teams first play in 8 groups. Based on their finishing position in the group, they are then divided into final groups in which the definitive final standings are decided.

Structure of the final rounds
A complete final group of eight teams consists of three rounds. Four matches are played in the first round. Matches for the upper and lower halves of the final group then follow. In the final round, each individual final position is contested.

With 35 teams, 4 complete final groups of eight can be formed. A total of 32 teams continue through cross-over and placement finals. After this division, 3 teams remain.
The final three teams form a separate final group. Each team plays the other two teams. The final standings in this group determine positions 33 through 35.
