How does this tournament format work?
The 48 teams start in 24 groups. Their ranking then determines which final group they enter. As far as possible, the teams are divided into groups of eight, after which cross-over and placement finals determine the final standings.

Structure of the final rounds
After the group stage, the teams are ranked according to their finishing positions. The highest-ranked teams form the first final group, the next teams form the following final group, and so on. Each complete final group consists of eight teams and plays cross-over and placement finals to determine all eight final positions.

All 48 teams can be divided into complete final groups of eight. Therefore, no separate final format is required for remaining teams.
