This tournament format for 44 teams consists of 19 groups followed by cross-over and placement finals. After the group stage, teams with similar rankings are brought together to compete for the different final positions.

Structure of the final rounds
The ranking in the initial group stage determines the rest of the tournament. Eight teams at a time are brought together in a final group. They then play three further matches, with cross-over and placement matches determining each team's final position.

After the group stage, 40 of the 44 teams are divided into 5 final groups of eight. Each complete final group plays twelve matches. An adapted final stage is used for the remaining 4 teams.
The final four teams form a separate final group. Each team plays the other three teams. The final standings in this group determine positions 41 through 44. As a result, these teams play three matches after the initial group stage, just like the teams in a complete final group of eight.
