This tournament format for 16 teams consists of 7 groups followed by cross-over and placement finals. After the group stage, teams with similar rankings are brought together to compete for the different final positions.

Structure of the final rounds
A complete final group of eight teams consists of three rounds. Four matches are played in the first round. Matches for the upper and lower halves of the final group then follow. In the final round, each individual final position is contested.
